I meter my bandwidth at home to keep track of how much traffic my family moves. I am a power user and pay for a power user account. I have never came even close to pulling 150 gigs of traffic in a month. I am sure if I had a user in my area pulling a 150 gigs each a month the rest of us on the same subnet would see a performance hit.
Should we really expect the cable companies to put up with users who are in their own right saying hey I buy all you can eat. But in the real world common sense is pointing to a user that is probably pulling a 150 gigs of content that is probably not all legal. I suppose he could have 10 kids, and they all have laptops and stream video 24/7
